cheere Hadn't read all solutions so I apologize if I'm repeating someone but all I did was go back to Belkin router setup utility, or (192.168.2.1) and clicked "wi fi protected setup".I decided to play with the driver, I uninstalled and then proceeded to install the driver and wallahh.... I tried all the other stuff like disabling 802.11 settings under properties blah blah ..nothing worked.
To resolve i went to the manufacturer site and downloaded the latest drivers for the wireless card, and any other drivers i could. I had the same problem with a toshiba satellite p30 running windows xp pro sp3 with an atheros 5004x wireless card.I read another reason could be a time mismatch (if you forget to set your router time and the certificate is then out of date)..
